Finance is a restricted category, not a keyword theme
Google defines financial products and services as products related to managing or investing money and cryptocurrencies, including personalized advice. When you promote them, you must follow state and local rules in every targeted location, including required disclosures. That is in the Financial products and services policy, not in a blog’s ‘hacks’ list.
In 2026 Google added and expanded location-specific verification: advertisers may have to prove the type of service, licenses, and registration numbers, sometimes per country. Applications for several certifications moved into the Google Ads account during the year.
What verification is for
Verification is an anti-scam control. Malaysia’s 2026 requirement is a public example: financial advertisers targeting that market needed regulator authorization (Bank Negara, SC, Labuan) plus Google’s process. Similar patterns exist in other listed locations. Completing a form does not make a product legal if the license is wrong.
Complex speculative products sit even higher
CFDs, binary-style products, and similar speculative instruments have their own Google certification path. Destinations that merely ‘signal’ trading of those products can still be in scope. Do not park a signals Telegram on a ‘research’ URL and expect Search ads to save it.
Truth-in-advertising still applies next to Google’s form
The U.S. FTC’s internet advertising guidance and truth-in-advertising rules sit beside platform policy: claims must be truthful, evidence-based, and not misleading by omission. ‘We always win’ is a legal problem whether or not Google has certified the account.

- Write the product in one sentence a regulator would recognize
- List every country you intend to target
- Collect licenses and registration numbers for those countries
- Apply inside Google Ads for the matching certification
- Only then write headlines — and keep them consistent with the license
