Two counters, one brand name
YouTube Help updated how engagement is counted on 24 August 2026: a public view is counted when a video starts to play, across Shorts, long-form, and live. That is the public number on the watch page.
Google Ads still bills TrueView on different rules. Skippable in-stream: a TrueView view when someone watches an 11–30s ad to the end, watches 30 seconds of a longer ad, or interacts. In-feed: click-to-play or 10 seconds. Shorts ads: click or 10 seconds. YouTube Help states those paid views are not the same as public views.
What to put in a report
Label the column. ‘TrueView views’ is a billing event. ‘Public views’ is a popularity event. ‘CPM’ is impressions. If a slide says ‘views’ without saying which, throw the slide away. This is not cynicism; it is the Help Center.
Creative that even qualifies as an in-stream ad
Non-skippable in-stream ads must be a video uploaded to YouTube as public or unlisted. Google’s spec sheet wants 1080p, accepts 720p, and treats six seconds or under as a bumper. Headlines are short. Connected TV has its own duration band. A vertical file in a horizontal slot is how you look careless on a 65-inch set.
Limited serving on YouTube
Unqualified advertisers can have impressions capped on YouTube, Gmail, Play, and Discover. Google lists account age, verification, policy history, and format usage among the factors. Completing verification and staying in policy is the documented path. It is not a volume promise.
A YouTube test that stays small
If you cannot name the after-click page, do not buy skippable inventory yet.

Did YouTube make ads cheaper by counting views at start?
Public views changed. TrueView billing thresholds did not become ‘start equals pay’ for skippable in-stream. Read both paragraphs in the Help article before you change bids.
Can we use an unlisted video as the ad?
Google’s non-skippable spec allows public or unlisted. Private will not work. Keep the YouTube surface consistent with the landing page claims.
Should B2B skip YouTube entirely?
Not as a rule. Skip it if you cannot staff creative review and a real conversion event. Presence on YouTube is not a strategy.
Do public view counts prove ads worked?
No. They prove playback started under the new public rule. Tie spend to site events you defined.
