What a responsible analytics plan measures
Define decision-linked measurement and consent behavior before collecting more data than the team can use responsibly.
An analytics plan should answer a decision the team intends to make. Collecting every available event creates noise, increases data responsibility, and rarely clarifies what to improve.
Start with the decision
Name the release goal and the next decision. A website team may need to learn whether qualified visitors can reach a project request, which content leaves key questions unanswered, or whether a technical failure interrupts a critical path.
Define the smallest useful set of signals
For each signal, document the purpose, event definition, owner, retention expectations, consent condition, and the action a result could trigger. Combine quantitative signals with direct feedback; a click or visit alone rarely explains why a person succeeded or stopped.
Make consent behavior explicit
Where Google consent mode is used, Google’s guidance requires a default consent state before measurement commands and an update after a visitor makes a choice. Consent settings do not remove the need for an appropriate privacy review, notice, and data-governance decision.
